Former Adactus boss Hilary Roberts will take over as chief executive, while Ian Munro, former chief executive of New Charter, is set to retire after a transition period.

Ms Roberts said: “We have come from two successful organisations with strong track records of providing quality homes, services and support, but together we will do more and do better.”

New Charter’s chair, Fay Selvan, will head up the Jigsaw board, with former Adactus chair Jane Clayton joining as vice-chair.

The group is comprised of six housing association subsidiaries in total, as well as a housing advice charity, a development arm and a procurement company.

It will operate across Greater Manchester, Merseyside, Cheshire, Lancashire and Nottinghamshire.

Tenants will be part of the new Jigsaw Rewards scheme, where points are collected in exchange for feedback on services and future plans.

New Charter, formed through a stock transfer from Tameside Council in 2000, previously owned around 20,000 homes.

Adactus is based in Leigh, in the Metropolitan Borough of Wigan, with a stock of more than 13,000 units.
