Clarion has submitted outline plans to develop 2,800 new homes on the Eastfields Estate in Mitcham, the Ravensbury Estate in Morden and the High Path Estate in South Wimbledon.
The UK’s largest landlord said the proposals for the sites in Merton would see it invest £1bn in the borough, deliver 2,800 new homes there and rehouse all existing tenants and resident homeowners who wish to remain.
In addition to the 1,000 new homes to rehouse existing residents, an extra 1,800 homes to rent and buy will be built, contributing to Clarion’s target of building 50,000 homes over the next 10 years.

Bob Beaumont, director of regeneration at Clarion, said: “As the country’s largest housing association, Clarion possesses the capacity and expertise to deliver large-scale estate regeneration projects such as this. As well as providing good quality new homes our plans will provide extensive opportunities for training and employment, and a range of initiatives to improve the life chances of young people in Merton.”
Clarion has already been granted permission to build 21 homes on a former garage site at Ravensbury and for 134 on land not currently used for housing at High Path.
