In comparison, less than 10% of tenants on housing benefit are a month behind on rent, with less than 5% owing more than two months’ worth.

According to the report, “several sources” have suggested that work and pensions secretary David Gauke may be open to slowing down the programme as councils, housing associations, private landlords and civil servants issued warnings over the policy.

The new welfare system is due to be rolled out on an accelerated basis from November.
