Second phase of Grenfell Inquiry ‘may not start until 2020’
The crucial second phase of the Grenfell Tower Inquiry may not begin until 2020, a lawyer for one of the survivors has revealed.
Speaking at the inquiry this morning, Rajiv Menon QC called for “robust and decisive” findings from the first phase to allow criminal and civil claims to go ahead.
He said the need to hold further evidence sessions for “interim recommendations” and inquest-style assessments of the circumstances of each victim’s death would delay the timeline.
Phase one of the inquiry has focused on the cause and spread of the blaze that killed 72 people in June last year. Phase two will have a much broader remit, looking at the refurbishment and who was responsible for any failings identified as well as other issues.
The inquiry had initially promised to complete its interim report for phase one by Easter 2018 before moving on to phase two. However, it did not begin until May and is only hearing closing statements this week after nearly seven months’ of evidence.

Mr Menon, who is representing Behailu Kebede, in whose flat the fire started, said: “The inquiry is already way behind schedule. Your initial hope was to complete phase one report by Easter of this year, and given that you have to consider interim recommendations, hearings for which have recently been postponed and may or may not be rescheduled and hold individual article two compliant inquests into each of those who died in the fire before phase two, it is unlikely that phase two will commence before the autumn of next year at the earliest and possibly not until 2020. In short, your phase one report is urgent.
“The bereaved, survivors and public at large need you to make the most robust and decisive factual findings you can on the evidence so that the criminal and civil liability of those responsible for the Grenfell Tower atrocity can be determined by others as soon as possible, nothing less – with respect – will do.”
The inquiry will also hear closing statements from the Ministry of Housing, Communities and Local Government and the Royal Borough of Kensington and Chelsea today, as well as further survivors.
Tomorrow will see more closing statements before the inquiry chair Sir Martin Moore-Bick gives an update on progress and adjourns.
