NHF figures show marginal fall in housing association development

Housing associations built fewer homes in the past quarter than in the equivalent period for the previous year, statistics from the National Housing Federation (NHF) have revealed.

The number of homes built fell for all tenures other than affordable rent in the third quarter of 2017/18, when compared with the third quarter of 2016/17, the figures released today showed.

Total numbers dropped by 10%, from 10,097 to 9,083. Affordable – not including social – rented homes made up the majority of both totals, with the number rising from 4,377 to 4,546.

Social rented homes were the only tenure to increase, compared with equivalent periods from the previous year. Housing associations built 1,143 homes for social rent in the third quarter of 2017/18, up from 1,094 in 2016/17.

The NHF released its statistics alongside the government’s official figures on housebuilding from all sources. Official figures do not attribute homes built by housing associations under Section 106 to housing associations, or some market sale tenures built by subsidiaries.

Henry Gregg, member relations director at the NHF, said: “Official government figures have consistently underestimated the number of affordable homes delivered each year.

“By contrast, this survey captures data from the vast majority of our members and shows that housing associations completed 9,083 new homes in the third quarter of 2017/18, about 44% of which were delivered without public funding.”

According to government figures, housing associations built 7,120 homes in the quarter, well below the figure given by the NHF. This figure, however, constituted an increase from the equivalent period last year, when government figures showed 6,930 completions by associations.

Government figures also recorded an increase in the number of homes built by local authorities, and private enterprise, from 640 to 730 and from 34,780 to 35,650 respectively.

Overall, government figures recorded an increase in the number of homes built from 42,350 to 43,500 – the highest level for the third quarter of a year since 2007.

Dominic Raab, the housing minister, said: “It’s good to see housing starts and completions at their highest level since 2007, and planning permissions up 8% on last year.

“But we are restless to do more. We’re reforming planning rules, releasing government land, and investing £5bn in infrastructure to build the homes Britain needs and make them more affordable for working people in this country.”
