Prime minister appoints new members to Grenfell Inquiry
Prime minister Theresa May has appointed two further members to the Grenfell Tower Inquiry as part of the second phase of its work.
Professor Nabeel Hamdi and architect Thouria Istephan will join the inquiry for the new phase, which is expected to begin next year.
Professor Hamdi is emeritus professor of housing and urban development at Oxford Brookes University’s School of Architecture.
Ms Istephan is partner and deputy head of technical design at Foster + Partners, with responsibility for the application of construction (design and management) regulations – strategically and operationally – as well as global health and safety compliance.

Ms May said: “I am confident these new appointments will ensure the inquiry panel has the diversity of skills and experience necessary for the scope and complexity of issues to be investigated by phase two of the inquiry’s work.
“This will help get to the truth of what happened, deliver justice and ensure that a tragedy like the fire in Grenfell Tower can never happen again.”
Earlier this month Inside Housing revealed that the report from the first phase of the inquiry is not expected to be published until October.
The inquiry, which is headed up by retired judge Sir Martin Moore-Bick, is not expected to start its second phase until next year. That part of the inquiry is expected to last up to two years.

Inside Housing is calling for immediate action to implement the learning from the Lakanal House fire, and a commitment to act – without delay – on learning from the Grenfell Tower tragedy as it becomes available.
LANDLORDS
- Take immediate action to check cladding and external panels on tower blocks and take prompt, appropriate action to remedy any problems
- Update risk assessments using an appropriate, qualified expert.
- Commit to renewing assessments annually and after major repair or cladding work is carried out
- Review and update evacuation policies and ‘stay put’ advice in light of risk assessments, and communicate clearly to residents
GOVERNMENT
- Provide urgent advice on the installation and upkeep of external insulation
- Update and clarify building regulations immediately – with a commitment to update if additional learning emerges at a later date from the Grenfell inquiry
- Fund the retrofitting of sprinkler systems in all tower blocks across the UK (except where there are specific structural reasons not to do so)
We will submit evidence from our research to the Grenfell public inquiry.
The inquiry should look at why opportunities to implement learning that could have prevented the fire were missed, in order to ensure similar opportunities are acted on in the future.
