Sheron Carter will replace interim boss Steve White at the 3,200-home association, which provides mixed housing schemes for people living with a disability and general needs tenants.
Ms Carter has been chief executive of 2,800-home east London landlord Gateway since 2011, having previously worked for housing associations across the capital and the West Midlands.
She will join Habinteg in early 2018.
