City of York Council plans to invest £74.5m over next five years on housing with a focus on supporting households to downsize.
The local authority wants to spend £41.5m on existing council homes and £20m to build new homes for rent and redevelopment.
It has refreshed its 30-year housing revenue account business plan, which it will submit for cabinet approval next Tuesday, with the aim of freeing-up larger family homes.
The council wants to maximise the potential of existing stock by updating or extending it with loft conversions.
It also wants to develop a three-year rolling programme for new homes as well as creating 70 homes on already identified five sites which it hopes will be ready for letting by late 2015. In addition, it wants to build up to 30council homes in the next three to four years.
The local authority plans to spend £33m on responsive repairs and cyclical maintenance and £1m on addressing overcrowding by extending council homes.
