Sir Bob Kerslake, chief executive of the four-month-old affordable housing quango, said: ‘This makes a reality of our vision of a national agency that works locally.

‘We are already delivering the new business of the HCA and our regional teams are engaged in their first single conversations with local authorities. This new structure builds on the skills and expertise of our staff to create quality places.’

The agency plans to transfer 60 staff in its nine regional teams from ‘corporate’ to frontline roles. Another 40 national corporate staff will be transferred to the regional teams.

A staff consultation on the restructure is due to finish at the end of April.
