In August, being interviewed by Inside Housing in his capacity as energy minister, Mr Kwarteng was unable to confirm whether the £3.8bn Social Housing Decarbonisation Fund promised in the Conservative manifesto would go ahead.

Before joining BEIS Mr Kwarteng was parliamentary under-secretary of state in the Department for Exiting the European Union.

In 2015 Mr Kwarteng was appointed as parliamentary private secretary to the leader of the House of Lords, and in 2017 he became parliamentary private secretary to the chancellor of the exchequer.

He has previously been a member of various select committees, including the Transport Select Committee, the Work and Pensions Select Committee and the Public Accounts Committee.

He was elected as the Conservative MP for Spelthorne in 2010 and prior to that worked as an analyst in financial services.

There have now been 18 construction ministers since 2001.
