Plymouth City Council has transferred its 15,500 homes to a housing association.
The homes were taken over by a new housing association, Plymouth Community Homes.
The association will begin a £168 million investment programme including new front and back doors for almost all the properties, new kitchens and bathrooms in 14,000 homes, electrical rewiring in 7,500 homes, central heating for 5,000 properties and £10 million of environmental improvements.
Ted Fry, cabinet member for planning, strategic housing and economic development, said: ‘This transfer is the culmination of a huge and complex piece of work over the last three years. It’s the key piece of the jigsaw in terms of ensuring our housing stock is brought up to a decent standard which tenants deserve and have a right to expect.’
