A housing association procurement group has opened up a £160m framework for social landlords seeking to commission fire safety work.
Re:allies – a collaboration between Procure Plus, Efficiency North and the Central Housing Investment Consortium – claims the framework could help landlords avoid paying over the odds for fire safety measures as surging demand following the Grenfell disaster causes price spikes.
The four-year framework is split into four lots: fire risk assessments, fire precaution works, sprinklers, and fire detection and alarms.
It also breaks down England and Wales into four regional lots for contractors to bid on.
“It’s normal when you’ve got a spike in demand to see prices going up. Individually landlords would be at the mercy of that,” said Mike Brogan, chief executive of Re:allies and Procure Plus.
“Because of the way we’ve packaged things, our framework is not such a subject to those variations in pricing. The fact we are breaking down the lots means you lose some control as a contractor to just name your price.”
Inside Housing has previously revealed that landlords’ estimated costs of installing sprinklers can vary greatly.
Sprinklers are expected to account for £100m of the total framework spend.
Re:allies has based its framework on a consultation with a group of 15 housing associations in the North West.
Housing associations and other social landlords are able to take part in the framework.
