Four things we learned from Homes England’s Affordable Homes Programme data

On Tuesday, Homes England released data which shows how the £2bn of funding spent through its Shared Ownership and Affordable Homes Programme has been allocated since 2016. Inside Housing unpicks the numbers and discusses four key things we have learned.

Behind the numbers: what we learned from Homes England’s Affordable Homes Programme data #ukhousing

1. Grant isn’t being spent on social rent

Of the almost 90,323 homes that have been funded via the Affordable Homes Programme so far, just 3,583 (4%) are for social rent.

This is compared to the 47,047 (52%) affordable rent homes and 39,693 (44%) affordable homeownership homes that have received grant funding via the programme.

Some of this may be down to social rent only becoming a tenure that could be funded through the programme in late 2017, but the number of homes is still far down on other tenure types. This comes in a context where organisations like the National Housing Federation, the Chartered Institute of Housing and Shelter have been stressing the need for more social rent homes.

Homes England has previously made it clear that it is only accepting bids for social rent funding from providers who can demonstrate that they are delivering homes in high affordability pressure areas.

These are defined as areas where the difference between average social rents and private rents exceed £50. This is resulting in more funding being channeled towards those high affordability areas, predominantly in the South East, leaving those in the North feeling out of pocket.

Tracy Harrison, chief executive of the Northern Housing Consortium, told Inside Housing that its members would like to build more social rent homes but “are prevented from doing so by an arbitrary formula that locks out much of the North from accessing funding for this particular tenure”.

2. The majority of funding is going to the North and the Midlands

While more social rent funding may be getting spent in the South, overall the North and the Midlands are receiving more grant via the Affordable Homes Programme than anywhere else.

The North West is the region which has received the most funding so far, having received £55m (27%) of the £2bn that has been allocated.

This was followed by the Midlands, which received £43m (21%), and North East, Yorkshire and the Humber, which received £39m (19%).

Manchester is the single local authority where most money has been spent, with £48m having been allocated to various providers since 2016.

Liverpool (£45m), County Durham (£37m), the Wirral (£28m) and Cornwall (£27m) are also within the top five local authority recipients of Affordable Homes Programme grant.

An important caveat for this data is that it doesn’t include figures for London, as funding is controlled by the Greater London Authority. It also doesn’t include grant funding given by Homes England to its strategic partners, many of which are based in London and the South.

3. Private companies and for-profit providers have received millions

Inside Housing’s analysis has found that at least £171m (8%) of the £2bn has been allocated to private companies or for-profit housing associations.

For-profit housing association Heylo, which has a portfolio of more than 4,000 homes across 320 local authorities, has received £65m from the government to build over 2,000 shared ownership homes. This makes Heylo the third-largest single provider in terms of the amount of grant funding received.

For-profit providers Funding Affordable Homes Housing Association (£7.5m), Hellens Residential Limited (£4.9m) and Legal & General Affordable Homes (£2.8m) have also received funding.

Grant has been handed to private house builders including Galliford Try (£18.5m), Lovell (£5.6m), Keepmoat (£4m) and Kier (£3.2m).

4. Local authorities are also using government grant to build homes

It is not just housing associations and house builders that have benefited through the scheme. A total of £137m (6%) of the £2bn went directly to local authorities. Of the 52 authorities to receive funding, Wigan received the most, with £17m being spent to deliver 398 affordable rent homes and 60 social rent homes.

This was followed by Newcastle City Council, which received £14m to deliver 481 homes of mixed tenures, and Darlington Borough Council, which secured £8m to deliver 212 affordable rent homes.

Between them, councils are due to deliver 3,859 homes via the Affordable Homes Programme, of which 2,813 (72%) are affordable rent, 644 (17%) affordable homeownership and 402 (10%) are social rent.

Inside Housing Development Summit 2020

Inside Housing is pleased to join forces with Homes England and the LGA to introduce the Inside Housing Development Summit.

Taking place on 27-28 April 2020, the summit will gather together local authorities, housing associations, developers, fund managers and advisors for a Chatham House style event focussed on making new connections and exploring new delivery models.

The summit will take place over 28 hours, starting with an afternoon plenary on 27 April, an exclusive development site study tour to Northstowe, England's largest new town since Milton Keynes, followed by a business dinner.

The second day will provide opportunities to network with a range of senior Homes England and LGA staff including Nick Walkley, chief executive of Homes England and Mark Lloyd, chief executive of LGA.

You’ll also meet with leaders from across the development ecosystem and take part in group discussions to help you connect and explore new opportunities. All accommodation and meals will be provided within the fee.

Places for each stakeholder group are limited to ensure a balanced mix of participants and to make sure you leave with the relationships and leads you need.
