Guinness unveils £300m building remediation framework

The Guinness Partnership has launched a £300m building remediation framework that covers residential and mixed-use developments across the UK.

ProcurePublic is managing the process.

Bidding for tenders opened on Friday 18 July, with contract dates likely to start in mid-September. 

The four-year framework covers fire safety and prevention works, structural remediation, envelope and external works, internal building safety works and compliance and specialist services.

SMEs, regional contractors, tier one contractors and specialist providers are being encouraged to apply, but the number of suppliers will be limited to 25. 

The main aims of the framework are to support urgent and planned remediation work, make sure there is compliance with building and fire regulations, offer a compliant route for grant and capital-funded projects, and allow bundle design or build or access to specialist services via flexible lotting.

It is designed to support buildings where people live, including “decant-sensitive” and high-rise housing, and contractors must be able to work in high-risk settings including social housing.

The quality/cost split is 60% to 40%, and contracts will be awarded both directly and through mini-competitions.

In May, Places for People launched a fire safety framework worth up to £120m, alongside a £480m five-year planned and responsive repairs framework.

Last year, Guinness’ underlying operating margin took a hit of 8.6 percentage points due to repairs, impairment and building safety remediation costs.

The 70,000-home landlord also opened bids for £1bn worth of major works in its properties across the UK over the next 15 years.
