Homes England appoints first finance officer

Homes England has appointed a former Metropolitan Police director as its first ever chief finance officer.

Homes England appoints first finance director #ukhousing

Lynda McMullan will join the housing delivery body from the police force where she has been director of commercial and finance since 2014. She previously held senior roles at the Mayor’s Office for Policing and Crime, the National Audit Office and in local government.

At Homes England, Ms McMullan will be responsible for managing an annual programme budget of £6.5bn and a £30bn balance sheet. The public body works to accelerate housing development in England and releases public land to developers, as well as administering grants for housebuilding.

Ms McMullan said she was joining the body “at [a] critical stage of its development”.

It is the first time Homes England has had a chief finance officer since it was created from after the break-up of the Homes and Communities Agency at the start of 2018.

Nick Walkley, chief executive of Homes England, said: “The role of chief finance officer (CFO) is critical to us achieving our ambitions to support the development of the homes needed across the country.

“As CFO, Lynda will have responsibility for making sure Homes England continues to use public funds effectively and delivers value for money, while making a real difference to the housing market.”

Homes England also announced that Amy Casterton will take up a permanent role as chief of staff having served on an interim basis since October 2017. She will continue to head up Homes England’s executive office.
