Northern Irish housing associations are planning to start 8,000 new social homes over the next three years, and new data reveals which landlords have the biggest pipelines and where homes will be built.

The Department for Communities has published data showing that 1,504 homes were started in 2024-25 under the Social Housing Development Programme (SHDP).
The figures also show that an additional 6,528 homes are planned to start between 2025-26 and 2027-28, taking the total programme to more than 8,000 social homes.
The three-year rolling programme managed by the Northern Ireland Housing Executive (NIHE) is used by housing associations to build or acquire new homes and has come under recent pressure from funding cuts.
The data, released by communities minister Gordon Lyons in response to a question submitted by MLA Timothy Gaston, reveals which landlords are aiming to build the most homes (see table, below) with Belfast-based Choice Housing coming top.
Choice has 1,241 homes either in progress or planned in the next three years.
The landlord is also building an additional 140 through a joint scheme with Radius Housing in West Belfast, making it the landlord with the most homes in its pipeline.
The second-biggest pipeline is being developed by Clanmil, which is building 1,285 homes. Of these, 259 were started in 2024-25. Its biggest scheme is a 130-home project on Ballinderry Road, Lisburn.
The data also reveals which local authority districts will get the most social homes. More than half of all the planned homes will be built around the largest cities, with capital city Belfast earmarked for 2,326 homes mainly built by Choice, Clanmil and Radius.
Derry City and Strabane in the north-west will gain 2,100 new social homes, with major schemes including Moores Land, a multi-phase development of 300 homes in Derry by Apex Housing Association, which is set to start work next year. In this district, work is currently under way on 247 units.
Other areas set for new influxes of social homes include Lisburn and Castlereagh on the periphery of Belfast, which will get 694 social homes, and Causeway Coast and Glens along the northern coast, where 658 homes are scheduled to be built in towns including Coleraine, Ballymoney and Portrush.
A spokesperson for Choice said: “Our pipeline reflects our continued commitment to new build social housing, which remains a number-one priority for Choice in response to ever-growing waiting lists and acute housing need.
“Our largest scheme is in Derry/Londonderry where we will deliver a further 600 homes in the next five years.”

A spokesperson for Clanmil said: “There are now more than 49,000 people waiting for a social home in Northern Ireland. At Clanmil we currently have over 600 homes on site across Northern Ireland, representing an investment of £140m.
“We also have a further 700 homes in our development programme and will shortly commence a process to secure a sustainable pipeline of investment opportunities in the Greater Belfast area for the coming years.
“The scale and scope of our investment demonstrates our commitment to tackling Northern Ireland’s housing crisis.”
Stormont has an overall target of starting 5,850 new social homes between the Programme for Government 2024-27, but recent funding cuts have cast doubt on whether it will be met.
Last month, Mr Lyons said his Budget will allow construction of only around 1,000 homes this year, far short of the annual target of around 2,000.
The NIHE said there was often an element of “overprogramming” with the SHDP, as proposed schemes can slip or be abandoned.
The data also includes schemes programmed as part of the 2024 bidding round, and schemes slipped from previous SHDP years, it added.
