New regeneration and development boss to join Tower Hamlets Council 

The east London local authority has appointed a new director of regeneration and development, who currently works for Waltham Forest Council.

Hannah Dalgleish will join the local authority in early 2026 after she leaves her current position.

She has 19 years of experience across the public and private sectors, delivering complex mixed use regeneration schemes.

At Waltham Forest Council, in north-east London, Ms Dalgliesh has held roles including director of capital delivery and acting corporate director of property and delivery, leading a £150m capital programme and the delivery of 2,000 homes.

Prior to that, she spent nine years at Hackney Council, overseeing major estate regeneration schemes and contributing significantly to the east London borough’s transformation.

Ms Dalgleish said: “I’m excited to step into this role at such a pivotal time for Tower Hamlets, a borough defined by its energy, diversity and ambition.

“My focus will be on delivering high-quality housing, fostering inclusive economic growth and ensuring that every regeneration project generates meaningful and lasting benefits for our residents and businesses.

“This is about more than physical change, it is about building trust with our communities, unlocking opportunity and strengthening pride in the places people call home.”

David Joyce, corporate director for housing and regeneration at Tower Hamlets, said the council was “thrilled to welcome” Ms Dalgleish.

He added: “Her outstanding track record in driving meaningful regeneration in places like Hackney and Waltham Forest speaks volumes. From unlocking investment to delivering inclusive growth, she’s made a real difference to communities.

“We’re excited to see how her experience, energy and vision will help shape what’s possible here in Tower Hamlets. [I’m] looking forward to working together to build on the borough’s strengths and deliver ambitious change.”

This news comes as the council revealed plans to redevelop its former offices into housing, and fast-track thousands of affordable homes over the next five years.

The 1970s building on the site in Bethnal Green will be bulldozed and replaced with a mixed use scheme, of which the residential portion will all be affordable homes at social rent.

The project, known as Albert Jacob House, was approved on 26 June and is part of a plan to build 4,000 new affordable homes in Tower Hamlets by May 2026.
