3 things we learned from five years of data on procurement frameworks

In February, Inside Housing analysed £8bn of tender documents to find out how the nation’s landlords are responding to new regulations on damp and mould. This week we dug deeper into the impact of the Procurement Act 2023 on framework providers as a way for social landlords to spend their money.

Here are the top three takeaways.

1. Spend is rising

Inside Housing collected data from five of the sector’s leading procurement framework providers and consortia, and found that the value of new framework contracts awarded is expected to surpass £10bn in 2027-28, nearly double what it was in 2022-23.

This data represents the anticipated total value of contract awards for each framework over its multi-year lifetime, accounting for big jumps from year to year. But there is steady growth in spend under management, too. Data provided by one major provider shows that landlords are estimated to spend £600m through its frameworks in 2026, more than double the £300m spent in 2022.

We go into more detail on this in our full analysis, but sector figures say this growth is “symbiotic” as organisations seek subject matter expertise, as well as expertise in procurement itself – made all the more urgent by the advent of the Procurement Act. Which, speaking of...

2. The sector rushed to procure before the act came into force, and now many of those frameworks need renewing

2023-24 saw a spike in new frameworks awarded, totalling £9.4bn. Can that be attributed to people rushing to get under the wire before the Procurement Act’s provisions started to be implemented?

“Oh, absolutely, I don’t think anyone was shy in saying that,” one sector figure told Inside Housing.

As many of those contracts awarded pre-act are now approaching the end of their term, they are facing renewal, with some mega-frameworks in the pipeline for the coming two years.

Inside Housing examined data from nine major framework providers – totalling 130 frameworks with a combined value of more than £37bn. Our full story includes a searchable table on the individual frameworks awarded.

3. Sector-by-sector differences

Inside Housing’s February analysis showed that damp and mould procurement by councils and housing associations rocketed in the aftermath of the coroner ruling on Awaab Ishak’s death. When we looked at frameworks, we also saw the impact of Awaab’s Law, with a boom in repairs and maintenance contracts in the run-up to the law’s implementation in October 2025.
