Scottish housing association loses appeal against statutory intervention

The Scottish Housing Regulator (SHR) has upheld its decision to intervene at a housing association accused of “serious governance weaknesses”.

Thistle Housing Association (THA) was first hit with regulatory action in August after an independent review found that it failed to meet regulatory standards of governance and financial management.

Last month the Glasgow-based housing association appealed against the decision, which would see SHR appoint a manager and five members to the group’s management committee.

SHR’s appeal panel voted unanimously to uphold the decision, saying: “The extent of non-compliance with with regulatory standards indicated to SHR that there were serious government weaknesses in THA, and that THA had failed to recognise the scale of its noncompliance.”

 

While SHR said they recognised that THA had taken “some remedial steps”, they said the association “lacked the necessary skills, knowledge and experience to be effective in remedying its significant and serious non-compliance with the regulatory standards”.

THA, who own 950 homes, had compliance failures across all six regulatory standards.
